Contextual links in footer expand below screen

Context

Contextual links can get hidden when they appear off screen.

This happens with the footer menu.

*The links are usable, you just have to scroll down to see them.

*In Drupal 11.2, backbone was removed from contextual links:

  • Open the links above the button when there is not enough room below.
