Table may not be showing groupings correctly.

Clicking it once shows the ajax loader, but doesn't open the dialog.
The second click works.

There are a few forms that use tabledrag.

Multiple value entity references, block layout form.

CSS is added in system/admin css library.

Starterkit adds trabledrag.css.

Also have a custom svg icon to use.

• Make the disabled controls and text more obvious.
• Wrapper style?

I set empty cells to hidden, but that caused the configure icons to move around.
